Le Ministère de la jeunesse et des sports a saisi toutes les instances sportives nationales à l’effet de se soumettre à l’agenda de renouvellement des assemblées générales, dont la Fédération algérienne de football.
Après les JO de Paris 2024, ce sera le branle-bas de combat
L’été algérien s’annonce très animé avec le début du renouvellement des instances sportives qui interviendra après les Jeux Olympiques de Paris 2024. C’est la règlementation qui l’exige et le ministère de la jeunesse et des sports, à travers sa Direction générale des sports, a saisi ce dimanche 25 février le Comité olympique algérien (COA) et toutes les fédérations sportives nationales à l’effet d’entamer, dès l’été prochain, le processus de renouvellement des instances avec la tenue des assemblées générales ordinaires (AGO) de fin de mandat qui seront suivies par des assemblées générales électives (AGE) pour élire les nouveaux dirigeants pour la période 2024-2028 et 2025-2029 pour les fédérations.
S’appuyant sur l’article 17 du décret exécutif 14-330 du 27 novembre 2014 fixant les modalités d’organisation et de fonctionnement des fédérations sportives nationales ainsi que leur statut-type, toute la pyramide gérant le sport en Algérie devra se soumettre à un programme au pas cadencé. Le processus débutera, du 1er juin au 31 août 2024, avec les clubs sportifs amateurs (CSA) ; suivront, du 1er septembre au 31 décembre de la même année, toutes les ligues à différents niveaux ; puis, du 1er janvier au 31 mars 2025, les fédérations sportives nationales ; et enfin, durant le mois d’avril 2025, le Comité olympique algérien.
Plus que dix mois pour Walid Sadi et la FAF
La fédération algérienne de football ne sera pas en reste puisque le MJS a signifié la fin de mandat pour le 31 décembre de l’année 2024. Ce qui signifie que toutes les fédérations procéderont à l’arrêt des comptes au 31/12 et à l’établissement du bilan de l’exercice 2024 avant d’entamer la préparation des deux assemblées générales, celle ordinaire de cet exercice mais qui, en même temps, est celle de la fin d’un mandat entamé par Amara Charf-eddine le 15 avril 2021, poursuivi par Djahid Zefizef entre le 7 juillet 2022 et le 16 juillet 2023 et que devra terminer – si d’ici là il n’y aura pas de secousses – Walid Sadi. Elu le 21 septembre 2023, il ne restera pour Sadi qu’une dizaine de mois pour tenter de faire bonne figure, après des débuts tonitruants, marqués beaucoup plus par des effets d’annonce que par de réelles réformes à l’indicatif du football national.
Et déjà un bilan en deçà des attentes
Après cinq mois à la tête de la FAF, le bilan de celui que certains cercles présentaient comme le ‘’sauveur’’ du football algérien, est peu reluisant. Que l’on juge : absence d’un véritable projet ou une réelle stratégie, compte-tenu du temps imparti au président et à un bureau fédéral qui lui a été ‘’choisi’’ ; la présence dans son bureau de cinq membres cumulards en complète transgression de la réglementation ; la non-conformité des statuts de la fédération avec ceux de la FIFA et de la Loi nationale sur le sport ; l’échec de la CAN 2023 et l’affaire Belmadi, sans oublier le flou et les incertitudes qui entourent le choix d’un nouveau sélectionneur national ; l’arbitrage qui ne semble pas sortir de sa léthargie ; l‘inconsistance de la direction technique nationale ; et autres Ligues nationales restées sans présidents ni bureaux depuis le limogeage d’Abdelkrim Medaouar (Ligue de football professionnel) et d’Ali Malek (Ligue nationale de football amateur). Son vrai test de passage serait sans aucun doute le choix du futur sélectionneur nationale et des résultats des Fennecs, notamment lors des éliminatoires de la Coupe du Monde 2026 et ceux de la CAN 2025 au Maroc.
Hakim Meddane en candidat potentiel ?
Comme 2025, c’est déjà demain, des cercles et des personnalités commencent à bouger d’ores et déjà en prévision de la prochaine élection de la FAF et préparer l’idéal futur candidat. Pour cette échéance, qui interviendra durant le premier trimestre 2025 (du 1er janvier au 31 mars), il ne sera plus question de laisser la place à un passage en force, indiquent des acteurs du football national, d’autant que cela coïncidera avec l’élection présidentielle où plusieurs lignes vont certainement bouger. Il est peut-être prématuré d’en parler, mais le nom d’un candidat potentiel se murmure dans certains arcanes, à savoir celui de Hakim Meddane, l’ancien international de l’USM El-Harrach et de la JS Kabylie, et longtemps membre du bureau fédéral, des temps de Kheireddine Zetchi, Amara Charaf-eddine et Djahid Zefizef. Selon des sources bien informées, Meddane est entrain de passer ses diplômes à l’institut national de science et technologie des sports d’Aïn Benian afin de se conformer aux conditions d’éligibilité à la présidence de la FAF. Il serait, selon les mêmes sources, l’un des éventuels potentiels candidats pour présider cette instance à partir d’avril 2025.
